Este Encontro, organizado pela Associação Portuguesa de Planeadores do Território, procura estabelecer um ponto de situação do estado do planeamento do território em Portugal e construir um eventual 'Caderno de Encargos' a ser apresentado ao Governo, instituições e entidades com responsabilidade nesta matéria, como recomendação dos profissionais de planeamento, para um ordenamento do território mais operativo. A Direcção da APPLA assumirá este documento - Carta para um Planeamento mais Eficaz - e compromete-se a desenvolver todas as acções, actuando como grupo de pressão, caso seja necessário, para a execução das recomendações da referida Carta.
A sua participação efectiva é fundamental para o cumprimento dos desígnios deste encontro que também se poderia intitular 'Congresso do Planeamento do Território'.
