Duty Station: Dili, Timor-Leste
Position title: Project Manager/Enhanced Migration Management Project
Classification: Official, Equivalent Grade P3 (UN Salary Scale for Professionals)
Type of Appointment: Special, six-months with possibility of extension

General functions: Under the direct supervision of the Chief of Mission, the successful candidate will be responsible and accountable for overseeing the development and implementation of all activities of a two-year Department of Immigration and Multicultural Affairs (DIMA)-funded Enhanced Migration Management Project in Timor-Leste. The Project aims to strengthen the capacity of Timor-Leste’s migration management system through the provision of technical, material and management support to all agencies involved in the migration management process and it will particularly focus on improved inter-agency coordination, enhanced compliance with procedures and intelligence gathering and analysis. In particular he/she will:
1. Assist relevant Government staff in developing and/or reviewing Standard Operating Procedures, ensuring consistent focus on skills transfer.
2. Provide support in developing an in-depth budget proposal for the Department of Migration. The candidate will assist the Department of Migration with the support of a Budgeting and Financial Management Consultant to develop a resources strategy, which accounts for existing resources and the impact of planned project interventions on the Department’s budgetary needs.
3. Assist the Government in establishing an inter-agency Migration Steering Committee and other inter-agency coordination mechanisms as needed.
4. Provide support to relevant counterparts in reviewing procedures related to the use and development of interdiction list and support steps to strengthen its effectiveness.
5. Support Government efforts in improving analysis and processing of arrivals and departures.
6. Work closely with relevant agencies to enhance the system’s intelligence collection and analysis capacity in coordinating with relevant government counterparts and the donor.
7. Assist relevant departments to take the necessary steps to improve the accountability of staff, through, inter-alia, support for the development of individual Terms of Reference for each post, the circulation and training of newly developed/modified Standard Operating Procedures (SOPs) etc.
8. Work closely with, supervise and support the IT Project Manager/ Business Analyst in assisting the Government to develop and agree upon business requirements for each component of a border management system.
9. Develop and maintain liaison with donor representatives and other relevant counterparts in order to ensure proper coordination of Project activities with ongoing and planned development efforts and Government planning, through, inter-alia, active participation in Project Steering Committee meetings and other coordination mechanisms.
10. Oversee the administrative, budgetary and financial activities of the Project as well as the supervision of its staff.
11. Produce periodic, interim, mid-term and final reports for IOM and the donor.
12. Keep COM informed of progress and advise on issues affecting project implementation.
13. Ensure proper project closure and appropriate archiving of information.
14. Perform such other duties as may be required.

Desirable qualifications: (Education, experience and personal qualities) University degree, preferably in Political or Social Sciences, Law and /or Business Administration or, alternatively, an equivalent combination of relevant training and field experience. Five years of experience in migration management. Experience in liaising with governmental and diplomatic authorities as well as with international institutions. Ability to supervise and direct staff. Experience in the region working in post-conflict environments and supporting institutional development.

Drive for results and effective resource management skills. Ability to work effectively and harmoniously with colleagues from varied cultures and professional background.

Languages: Excellent knowledge of English. Knowledge of Portuguese, Tetum or Bahasa Indonesia highly desirable
